As long as the user's account is in good standing—meaning there are no active warnings, suspensions, bans, or reversed bans—you will be able to send a Collector Certification Token to the verified user. 

If the fellow user has broken any terms of service or the community policy you will not be able to search and grant them a token for collector certification.
